Bureau of EMS Releases EMSIB 2025-11 - Traffic Incident Management System (TIMS) Requirement

The Pennsylvania Department of Health, Bureau of EMS, has released EMSIB 2025-11 to strengthen roadway safety education for emergency medical services personnel. Beginning January 1, 2027, all candidates completing initial EMS certification courses—at the EMR, EMT, AEMT, or Paramedic level—through Pennsylvania-accredited educational institutes must complete a 4-hour Traffic Incident Management System (TIMS) program. This training focuses on essential topics such as early warning, vehicle positioning, tapering, and scene safety to better protect responders and the public during roadway incidents. TIMS may be completed online (synchronous or asynchronous) or in person and must be verified by the educational institute as part of the certification process. This new requirement aligns Pennsylvania EMS education with national standards and promotes safer, more efficient operations at traffic incident scenes
