Annual Development Plan
Each year, EMMCO West submits a development plan to the Pennsylvania Department of Health Bureau of EMS. This plan serves as a tool to:
- Measure the effectiveness of various EMS system components.
- Assess available EMS resources.
- Identify strengths and weaknesses within the system.
- Implement strategies for improvement.
All EMS providers are encouraged to review the plan and provide input to ensure that all perspectives are considered in shaping the future of EMS services.
Quality Improvement (QI) Projects
One ongoing QI initiative focuses on suction unit testing. In the past, 19% of units failed inspections. Since implementing this project, the failure rate has dropped to just 6%, achieving a 94% pass rate. The goal remains 100% compliance, ensuring that all suction units meet operational standards.

- Continued participation in this project directly affects EMSOF (Emergency Medical Services Operating Fund) distribution.
- Suction unit testing forms and instructions are available for reference and submission.
Missed Calls & Delayed Responses
While occasional missed or delayed EMS responses are unavoidable, they should not become common occurrences. These instances can strain the EMS system and potentially affect patient outcomes. Viewing EMS as a system rather than isolated agencies helps ensure the best care for patients.
Reporting Requirements:
- Monthly Missed Call Reports must be submitted by the 10th of each month.
- If a county PSAP (Public Safety Answering Point) center submits the reports, individual agencies in that county do not need to.
- Currently, Clarion and Warren counties submit reports on behalf of their agencies.
